Boards in your loft can be laid by nailing or screwing them into the joists, but this could be tricky if you have a layer of insulation that sits above the joists. This is common in most homes and is designed as such to provide adequate thermal insulation for your property. Squashing your insulation to board the loft will render it less efficient and you could encounter problems with condensation and dampness.
